Position Paper of the Islamic Republic of Iran On the occasion of the Inaugural Session of
High-Level Political Forum for Sustainable Development

In the Name of God, the Compassionate, the Merciful
His Excellency, Mr. President of the General Assembly,
Your Eminencies, Distinguished Heads of States and Governments,
Distinguished Ministers, Ambassadors and Permanent Representatives,
At the outset,let me thank you, Mr. President, for convening this important meeting that is to begin officially the work of High Level Political Forum for Sustainable Development (HLPF). I would also like to thank the distinguished Ambassadors and Permanent Representatives of Brazil and Italy for their commendable efforts and dedication in trying to make bridges between different evolving views and positions in the process leading up to this meeting and the establishment of the HLPF.
My delegation believes that it has taken a lot of time and energy from all of us to come to this point today, and there is no doubt that the mainstream in this process were trying to have a viable, functional and strong-willed universal intergovernmental body with the sufficient authority and high-level political visibility to carry out the mandates assigned to it by our leaders in the Rio+20 Conference last year.
It is the wish of almost all States to have this forum a so-called “CSD Plus”; and, it is the desire of most of us to have a “HOME” for the follow-up of sustainable development goals and commitments.
Since this new Forum is taking the place of CSD,which has come to an end on September 20th, 2013,although it is not considered to be a “body” with a clear secretariat and supporting unit, as previously been seen in the CSD, my delegation hopes that it goes well beyond a mere “political space” for the exchange of views at the highest level and dedicate much deserved time and space for the follow-up of sustainable development goals.
Since this is the inaugural session of the HLPF, we would like to say a couple of points about the way we deem the related modalities resolution be implemented.
My delegation maintains that the operative paragraphs 4 and 5 of this resolution shall be strictly applied in a way that is consistent with its universal intergovernmental nature as decided in the Rio+20 Conference and duly reflected in Paragraphs 84 and 85 of its outcome document, namely by full, equal and effective participation of all States, at all times.
Additionally, on the same vein, my delegation believes that accepting portions of this HLPF be under the auspices of the ECOSOC should be construed in a way that the paragraph 4 and 5 of this resolution overrule, and all States will be treated equally in terms of participation (including: seating arrangements, speakers’ list, submitting proposals, etc.), as well as deliberations and decision making.
Finally, my delegation would like to put on record its dissatisfaction with the modalities of the work of the current inaugural meeting of the HLPF, and request the secretariat to coordinate properly about such meetings with the Member States in advance, in order to alleviate such grievances.
