Explanation of Vote of the Delegation of the Islamic Republic of Iran

On Draft Resolution:

The risk of nuclear proliferation in the Middle East

At the 67th Session of the First Committee

New York, 5 November 2012


In the Name of God, the Most Compassionate, the Most Merciful


Mr. Chairman,

I would like to explain the position of my delegation regarding draft resolution entitled: “The risk of nuclear proliferation in the Middle East”, contained in document: A/C.1/67/L.2.

As previous years we voted in favor of this draft resolution which deals with the most important aspect of security in the Middle East, namely the threat of nuclear weapons arsenal of the Zionist regime.

This Regime, which has officially acknowledged the possession of nuclear weapons and enjoys the full support of the United States and certain western countries, is the only source of threat to the security of the Middle East and beyond.

The nuclear weapons arsenal of this regime is also the only obstacle for the establishment of a Nuclear-Weapons-Free Zone in the Middle East which was proposed by Iran in 1974 and since then, the General Assembly has uninterruptedly adopted resolutions endorsing this proposal and has recognized that the establishment of such a zone in the Middle East would greatly enhance international peace and security.

Furthermore, in consensual Final Document of SSOD-I the Assembly has also reaffirmed that “Pending the establishment of such a zone in the region, States of the region should solemnly declare that they will refrain on a reciprocal basis from producing, acquiring or in any other way possessing nuclear weapons and nuclear explosive devices and from permitting the stationing of nuclear weapons on their territory by any third party, and agree to place all their nuclear activities under International Atomic Energy Agency safeguards.”

However, it is a source of grave concern that despite repeated calls by the international community over the past decades, the Zionist regime has neither acceded to the NPT, nor placed its nuclear facilities under the IAEA safeguards, and consequently, no progress has been made so far in the establishment of a Nuclear-Weapon-Free Zone in the Middle East.

In this connection, we believe that the 2012 Conference on the establishment of a Nuclear-Weapon-Free Zone in the Middle East, provides the international community with an opportunity to exert maximum pressure on the Israeli regime, to eliminate all its nuclear weapons, to accede to the NPT without any further delay and condition and as a non-nuclear-weapon party, and place all its nuclear facilities under the IAEA safeguards in order to pave the way for the establishment of a Nuclear-Weapon-Free zone in the Middle East.

It is ironic that countries like Canada, United States or Members of the European Union who have kept deadly silence on the clandestine nuclear weapons program and un-safeguarded nuclear installations of the Zionist regime, made baseless allegations against exclusively peaceful and safeguarded nuclear program of my country which we categorically reject them all.

Indeed, the United States or Member States of the European Union that either have nuclear weapons or host nuclear warheads in clear violation of the NPT and have been in non-compliance with the NPT for years are not entitled to express concern over Iran’s exclusively peaceful nuclear program.

However, the rationale behind these hypocritical statements is clear: by making such baseless and absurd allegations against exclusively peaceful nuclear program of my country, they try to solve the inherent problem of legitimacy of the Zionist regime, and divert the attention of Member States from the danger of its nuclear arsenals, its clandestine nuclear program, its un-safeguarded nuclear facilities, its record of non-adherence to the international instruments on Weapons of Mass Destruction and its non-compliance with its related obligations under the UN Charter and International Law.

But, all of us recall that, through the consensually adopted Final Document of the 2010 NPT Review Conference, 189 NPT States Parties, including the U.S. and other main supporters of the Zionist regime, unanimously called upon the Zionist regime by name, to accede to the NPT without any condition and put all its clandestine nuclear activities under the international safeguards. This indicates that the international community has not been and would not be deceived by such hue and cry of the Zionist regime and its few western supporters.

It indicates as well that in the view of international community, there is no source of insecurity and instability in the Middle East and beyond, other than the Israeli regime which has crossed all redlines during its lifetime and committed all crimes, from crime of aggression to war crimes and crimes against humanity, and still continues to threaten other countries.

Mr. Chairman,

Today, some of the western countries representatives in the explanation of their votes raised this question that why this draft resolution refers only to Israel? The answer is clear; because the Israeli regime with its nuclear arsenal is the only source of threat to the security in the Middle East.

Finally, it is ironic that the representative of the Zionist regime, as the only non-NPT party in the Middle East today talked about the non-compliance of the States Parties to the Treaty.
