Mr. Ahmad Rajabi, Representative of the Islamic Republic of Iran

at the Substantive Session of ECOSOC on Item 11 – Palestine

My delegation reiterates its firm position that in considering the Israeli regime’s practices affecting the human rights of the Palestinian people and other Arabs of the occupied territories, the highest priority should be accorded to the act of illegitimate, forceful and unlawful occupation of these territories. We reiterate that since the occupation of Palestine and other Arab territories is indeed the most flagrant violation of essential and inalienable human rights of these people, putting an end to more than six decade of occupation and provision of essential conditions for the Palestinian people to freely exercise their right to self-determination must be considered as the main concern in addressing their human rights situation.

The world community is today witnessing the unprecedented tragic situation that the Palestinian people in the Gaza Strip are facing as a result of the atrocious crimes of the Israeli regime. The international community is witnessing the perpetration by the Israeli regime of some of the most horrendous crimes ever committed in the mankind’s history, against innocent people. More than 1.5 million people in the Gaza Strip are starved, massacred and are subject to collective punishment.

The Israeli regime has turned a deaf ear to numerous calls on the part of the international community and is practically eliminating a whole population before the eyes of the world community in a criminal move that has been termed as “crime against humanity” by the UN human rights officials.

One and half year ago, Gaza faced an all-out attack, the so-called Operation Cast Lead. During that barbaric operation the Israeli regime, killed and maimed thousands of besieged innocent Palestinians, including women and children and willfully and systematically targeted civilian infrastructures and facilities; even the United Nations was not spared from the Israeli atrocities as the UNRWA compound was deliberately shelled by Israeli army. The Israeli army did not hesitate to use internationally prohibited and restricted weapons against civilian targets which amounted to war crimes and crimes against humanity.

The Islamic Republic of Iran while condemning the gross violation of human rights of the Palestinian people believes that it is the international community who shoulders the responsibility to counter such illegal and inhuman practices which are clearly contrary to the International Law. We strongly believe that our emphasis has to be on practical steps to make human rights implementation and enforcement in the occupied territories a reality.
